标准传输规范(STS)是电力和其他公用事业公司预付费令牌传输的全球标准，确保了来自不同制造商的系统组件之间的互操作性。它最初于1993年在南非引进，后来由国际电工委员会作为IEC 62055系列规范予以公布。该技术的应用是通过STS协会获得许可的，从而确保应用适当的密钥管理加密做法来保护公用事业公司的预付费交易的安全性。
安全至关重要
安全问题对公用事业供应商和用户至关重要。
使用STS标准可防止：
因碰巧企图输入正确号码而造成的信用欺诈转让；
从被盗的售电站处骗取令牌；
在公用事业区域以外的合法售电站骗取令牌；
欺诈性地重复使用已经使用过的令牌；
篡改合法令牌，例如更改价值
STS提供了生成(例如信用转让)令牌的功能，这些令牌只能由预定的仪表使用，而且在信用令牌的情况下，只能在该仪表中使用一次。
为了实现上述安全性，标准定义如下：
使用先进的加密技术，这是在任何时候用户都不知道的-该系统是容易使用的。
使用非常安全的密钥管理程序，包括生成和传输密钥的方式。
