I. History of the watt-hour meter:

With the rapid development of China's economy, the demand for electricity from all walks of life is increasing, and the imbalance of electricity consumption at different times is becoming more and more serious.  In order to alleviate the increasingly sharp contradiction between power supply and demand in China, adjust the load curve and improve the imbalance of electricity consumption, the system of time-of-use electricity price of peak, flat and valley is fully implemented, & LDquo;  Peak cutting and valley filling ”  , to improve the efficiency of electricity consumption in the country, rational use of power resources, power departments in some provinces and cities in China have begun to gradually introduce multi-rate electricity meters, time-sharing charging of electricity consumption of users.  

In April 1995, the State Planning Commission, the State Economic and Trade Commission and the Ministry of Electric Power Industry jointly held the National Conference on Planned Electricity consumption in Shanghai and decided to comprehensively implement the peak-valley tOU system in each major power grid in a planned and step-by-step manner within 3 ~ 4 years.  The overall goal is to transfer 10 to 15 percent of peak power to each network and achieve 10 to 20 million kilowatts of peak power nationwide. The scope of implementation is not only for industrial and commercial users, but also for non-industrial and agricultural power gradually.  In the areas where conditions permit, that is, the residential areas with one meter for each household, off-peak electricity consumption and peak-valley electricity price will also be developed in a planned way to improve the utilization rate of electricity and the quality of electricity consumption for residents.  Different time periods and different billing standards are adopted for power users.  Encourage electricity consumption during off-peak hours.  

In 1980, henan province first put forward the suggestion of measuring electric energy according to peak and valley time and promoting rational, balanced and scientific use of electricity by economic means, and then began to carry out pilot projects. Through practice, some valuable experience was preliminarily explored.  Subsequently, Shanxi Province has made use of simple equipment in part of the joint pilot units.   

From 1982 to 1985, many provinces and regions of the country also implemented the time-sharing measurement of electric energy and the corresponding new charging system, and achieved great results.  Some big power grid bureaus also regard it as an important content of technical improvement and one of the important measures of scientific use of electricity.  So far, China has stepped into the use of a variety of electricity prices as auxiliary management means and control power load of the country ranks.  

Early production of the first generation of quartz clock controlled time-sharing electricity meters.  This kind of electricity meter drives the peak and valley electromagnetic counter respectively by connecting different time periods of quartz clock with wires, respectively showing the peak and valley electric quantity and the total electric quantity, and deducting the peak and valley electric quantity according to the total electric quantity is the ordinary time quantity.  Because this kind of time - sharing charging electricity meter has poor reliability.  Timing segmentation accuracy is too low (minimum segmentation is 5min), easy to be disturbed, time period adjustment is also troublesome, the use of single function, can not adapt to some special requirements of time-sharing billing, has been basically eliminated and stopped.

The second generation of time-sharing electricity meter with mechatronics structure.  This kind of watt-hour meter adopts the 1.0 level induction system watt-hour meter movement as the foundation, adopts infrared photoelectric converter, pulse output and central processor (CPU), single chip microcomputer circuit, uses the attached keyboard programming or infrared wireless keyboard to carry out the setting of various demands, clock, time period and weekends.  Can protect this month's maximum demand, last month's maximum demand and this month's peak, flat, valley maximum demand display and storage.  With pulse output and RS-232 serial communication port, convenient for remote data transmission and monitoring.  Instrument performance is more precise and reliable, the function can meet China's current time sharing billing demand, the production process is more mature, the price is competitive, is the most widely used generation of products in China.  But the fly in the ointment is that the manufacturers are developed for their own special microcontroller, there are poor product compatibility, difficult maintenance shortcomings.  This series of products are common DF68, DF93, DTF33, DF86, DSF20, DIF2, DF32, DTF864, MRZ, DSD66 and so on.  


II. Classification of electricity meter:

According to the working principle can be divided into mechanical type and electronic type;

According to the circuit can be divided into AC and DC, the AC power meter can be divided according to the phase line: single phase electronic meter, three phase three wire electronic meter, three phase four wire electronic meter;

Wiring mode: via transformer access type and direct access type;

According to the use can be divided into active power, reactive power, prepaid power meter, Muti-rate(time-of-use)watt hour meter, loss power meter and multi-functional electricity meter;

Measurement accuracy: 0.2S class   0.5S class   0.5 class   1.0 class   2.0 class.

The Regulations on the Management of External Energy Supply of the Power metering Department requires that the electrometer accuracy of the external supply users shall not be less than level 1.0;
